With the U.S. Secretary of State Condoleezza Rice and British Foreign Secretary David Miliband at his side, President Hamid Karzai said he appreciated the role of foreign countries operating in Afghanistan. NATO's Secretary General meantime, at an alliance meeting in Lithuania, Vilnius, acknowledged the need for more forces in Afghanistan but dismissed talk of rifts and a "two-tiered alliance" based on a country's willingness to fight.<br />
